When a needed heading (authorized access point, or AAP) is not in either the CCS or national authority files, it may be necessary to '''create a new authority record'''. The Library of Congress has authorized the Authorities Librarian (and a few other catalogers at CCS libraries) to input new authority records into OCLC and edit existing ones, through their NACO program. Names (either personal or corporate), series, and uniform titles are all eligible to be added.
==Name and title headings==
Through their [https://www.loc.gov/aba/pcc/naco/ NACO program], the Library of Congress has authorized the Data Services Librarian (and CCS catalogers who have been trained by NACO) to input new authority records into the national authority file and edit existing records. Names (either personal or corporate), series, and uniform titles are all eligible to be added.


For headings that are not in OCLC and that you want to be put into the national authority file, there are 2 primary ways to notify the Authorities Librarian.  
Contact the Data Services Librarian regarding headings that are not in the national authority file that you want to be created there, by adding a help ticket.
# Include any background information that might be needed (such as a link to IMDb or AllMusic).
# Include relevant portions of the item (author's biography, title page, title page verso, series title page, or any other such matter from the item in hand needed to show the form of and warrant for the name or title).


# Email the heading with any background information that might be needed (such as a link to the Internet Movie Database or All Music guide).  
The Data Services Librarian will then create the national authority record. You will be notified when the record has been added to OCLC and exported to the CCS database.
# Send a photocopy of the matter in question (include photocopies of the author's biography, title page or verso)


The authority record will be input, and then added to the national authority file. You will be notified when your authority record has been added to OCLC and exported to our computer system.

Subject headings that are needed on the national level can also be sent to the Data Services Librarian, with accompanying information. This information will be forwarded to the Library of Congress for discussion and (hopefully) approval.
For subject headings that are needed on the national level, those can also be sent to the Authorities Librarian (with accompanying information). The Authorities Librarian will forward this information to the Library of Congress for their approval (hopefully).
