If according to the guidelines a new record is not justified for the item in hand, use an existing record. Make the following additions in the bibliographic record. Do '''not''' change the fixed field, 264, etc. solely to match the item in hand. However, any outright errors in the original record may be corrected.
* Add applicable standard numbers (020, 024, 028) for the item in hand, with qualifiers.
* Add an explanatory 500 note if the difference between the record and the item in hand cannot be described sufficiently in an 02X qualifier. (Optionally, add such a note even if the difference is described sufficiently in the 02X.)
* If applicable, add 490/8XX for any different series statements that appear on the item in hand, with an explanatory 500 note.

==Local library exception==
When a library receives a copy that requires a new record according to these guidelines, that library may choose to attach it to an existing record instead. Multiple records vs. single records for series and sets

Generally, if a set/series/multivolume monograph can be described sufficiently by a single bibliographic record, use that record. Otherwise, use multiple bibliographic records. When using multiple records, ensure that access points that cover all parts are consistent across each record.

== Single Record Preferred ==

If the work is published as a set (e.g. kits, multivolume encyclopedias), prefer cataloging on a single record, with [[Multivolume call numbers|call number analytics]] to identify the parts, unless a condition requiring multiple records applies.

Specific conditions that require single-record treatment:

<ol>

<li>Each part is numbered but does not have its own volume title.</li>

<li>The content of each part is sequential and cannot easily be understood on its own.</li>

<li>Each part is numbered and all of the parts taken together form a single unit when complete. (e.g. The Yu-Gi-Oh! series of graphic novels each has a prominent volume number, and a volume name that only appears on the title page and back cover. All volumes are by the same author/illustrator. Each volume starts with "previously in…" and ends with "to be continued.")</li>

<li>Exception: Fiction series (especially trilogies) do not count as "a single unit" if each volume does not end in a "to be continued" cliffhanger or does not begin ''in media res''.</li>

''Note'': The presence of an index volume or a disc of "bonus features" or the like is a good indication that a set should be cataloged on a single set record regardless of any other conditions, but does not require it, as the "extra" volume could often also be cataloged separately if desired (e.g. a 4-disc set of Indiana Jones movies, the fourth being bonus features for the set).

== Multiple Records Preferred ==

If the work is published in discrete parts that can be purchased separately, prefer cataloging on multiple records unless a condition requiring a single record applies.

Specific conditions that require multiple-records treatment:

<li>There is a significant difference in the responsible persons or organizations between parts, requiring different authorized access points. (e.g. The Sandman series of graphic novels are all numbered and all have individual titles, but each volume has different artists.)</li>

<li>There is a significant difference in scope between parts, requiring different subject access points, and each part can stand alone. (e.g. a science set with vol. 1 "Volcanoes", vol. 2 "Tsunamis", vol. 3 "Earthquakes")</li>

In the CCS database, there must be only one treatment for identical material—either all libraries' holdings on a single multivolume record or all libraries' holdings split up across multiple records, but never both at once. '''Preliminary data records''' (PDRs), are either hand-keyed brief MARC records or imported OCLC records that have not been locally edited by a CCS cataloger. These records often contain incomplete bibliographic data (ISBN, Publisher’s number, title, author, edition, publisher, date, etc.) that may be later found to be incorrect. Even if the data is completely accurate, a record is considered preliminary in the local database until a CCS cataloger has reviewed and verified the record and compared its access points with the item in hand.

Preliminary data records are entered into the CCS database in one of the following ways:
# Records are [[Input hand-keyed preliminary data records|hand-keyed]] directly into the database.
# Records are [[Import preliminary data records from Connexion|imported electronically from OCLC using Connexion]].
# Records are [[Import preliminary data records with SmartPort|imported electronically from OCLC using SmartPort]].

Three fields indicate a record is still preliminary:

The 049 field may contain a specific library code, some older fully cataloged records still say JEDA or have no 049 field at all.

The 099 may be replaced with <code>099 VENDOR PRELIMINARY DATA RECORD</code> when the preliminary record was obtained from a vendor such as Baker & Taylor rather than being hand-keyed or imported from OCLC. (Vendor preliminary data records must always be overlaid with a new record from OCLC when the item is cataloged.)

Items attached to these records can circulate only under either of the following circumstances:
# The record contains <code>099</code> with an indication of intent to upgrade to full MARC (e.g., <code>xxxmarc 20080430</code>)
# The item is to be checked out to an in-house user (e.g., Technical Services, Cataloging)

Preliminary data records also help CCS libraries maximize the benefits of cooperative cataloging within the consortium. A library's symbol in the 099 field of a preliminary data record identifies the library that will take responsibility for providing a final bibliographic record that meets CCS standards.

Importing preliminary data records from Connexion

Be sure to change the Title control number in the Title control tab to the OCLC number of the overlaying record (preceded by a lower case "o")

==Cataloging serials==
In general, for titles that fit the definition of a '''serial''', use a serial record if it has been assigned an ISSN and/or there is a CONSER-authenticated record available. CONSER-authenticated records may be recognized by the presence of an LCCN and an 042 field containing "lc", "lcd", or "msc". Note the absence of these criteria does not necessarily mean a monograph record should be used. ("CONSER" is the Cooperative Online Serials Program, a component of the Program for Cooperative Cataloging, or PCC.)

If individual issues of a serial require [[contents notes]] or different access points, or if the serial is issued in discrete multivolume sets, generally use monograph records.

Libraries that use [[MARC holdings records for serials|MARC holdings records]] to convey standing order information should generally use serial records.

Before 2010 CCS considered the content of the work when deciding whether to use a serial record.

These Bibliographic Input Standards are brief and not intended to be used independently. Rather, they should be used for MARC bibliographic database maintenance along with all CCS documentation and OCLC manuals.

The Bibliographic Input Standards Committee was formed to review current CCS data entry practice, identify problem areas, examine OCLC input standards, and make recommendations for CCS bibliographic input standards. As a result, OCLC Level I Input Standards have been adopted. Level I represents full cataloging rather than minimal level cataloging. Level I corresponds to the second level of description found in AACR2, 2002 revision, Rule 1.0D2. CCS is committed to upgrading all OCLC records to Level I quality.

The latest version of OCLC's Level I Input Standards can be found in [http://www.oclc.org/bibformats/ Bibliographic Formats and Standards]. For each field and subfield, the Level I Input Standard is given first, followed by Level K; for example, "Required/Optional" means the field is required for Level I but optional for Level K. When items are attached to an incorrect or obsolete serial record:

* Send e-mail to all libraries that own items attached to the obsolete record, explaining the situation.
* The cataloger creating the new serial record has the option to move other libraries' holdings or not, but the cataloger must communicate with other libraries in any case.
* Always add the appropriate &Dagger;z to the call number(s) before moving any holdings, and be sure that &Dagger;z contents in the call number(s) conforms to the patterns established in the CCS database.
* Always close out or remove your MARC Holdings record(s) on the obsolete record and add new MARC Holdings record(s) to the new record. Other libraries will have to do the same with their MARC Holdings records
* Always close out or remove a serial control record on the obsolete record and add a new serial control on the new record

These Bibliographic Input Standards are brief and not intended to be used independently. Rather, they should be used for MARC bibliographic database maintenance along with all CCS documentation and OCLC manuals.

The Bibliographic Input Standards Committee was formed to review current CCS data entry practice, identify problem areas, examine OCLC input standards, and make recommendations for CCS bibliographic input standards. As a result, OCLC Level I Input Standards have been adopted. Level I represents full cataloging rather than minimal level cataloging. Level I corresponds to the second level of description found in AACR2, 2002 revision, Rule 1.0D2. CCS is committed to upgrading all OCLC records to Level I quality.

The latest version of OCLC's Level I Input Standards can be found in [http://www.oclc.org/bibformats/ Bibliographic Formats and Standards]. For each field and subfield, the Level I Input Standard is given first, followed by Level K; for example, "Required/Optional" means the field is required for Level I but optional for Level K. When a library receives a copy that requires a new record according to these guidelines, that library may choose to attach it to an existing record. If this is done, the existing record must not be modified to reflect this nonstandard usage.

While it can be useful in the consortium to have “close enough” versions on the same local record, be aware that this may cause state or national problems with Interlibrary Loan. A library may request your copy via OCLC, but what is owned is not exactly what the patron wanted.

When in doubt, create a new record.
